Group by is used to reduce the number of rows returned by the query. Partition by doesn't reduce the number of rows, but separates parts of the resulting rows to perform some additional processing on them.

Yes, but it gets a little more complicated to understand. I recommend creating a test table and trying out partition by with one and then two columns to see what happens.
