How can I get a URL for the fonts to use on sites that use CSS to customize a profile?

i've been looking into these web fonts for more than an hour now or ever since i was introduced to them in a book, it was Chinese to me(still is) and i ignored them and moved on, they seem way too complicated. and now you tell me i also have to watch out for licenses, i don't even know how to use them yet.
